The first South African Monitoring and Evaluation
Association (SAMEA) conference is presented as part of SAMEA’s
mission to cultivate a vibrant community that supports, guides
and strengthens the development of monitoring and evaluation in
South Africa. It will be open to members and non-members, and
will provide a platform for interaction and information-sharing
among all those interested in monitoring and evaluation.

Aims of the Conference |

monitoring and evaluation specialists and users as part of
SAMEA’s mandate to promote the development of M&E
thinking and practice in South Africa |

To provide an opportunity
for M&E specialists to take stock of what others are doing
in the field and to provide an opportunity for participants
to understand the state of development of M&E in South
Africa |

To stimulate debate
and research around M&E practice and its role in the society,
given the specific development and service delivery challenges
in South Africa |

To promote the integration
of theory and practice in M&E |

To publicise the existence
of SAMEA and to promote its national and international profile |

Conference Theme |
The conference will convene
under the theme ‘Monitoring and Evaluation in Action’.
Within this broad theme we invite participants to focus
on: the utilization of M&E practices and findings in
programme development, management and implementation; knowledge
management within organizations and programmes; the challenges
of building evaluation systems for tiered, multi-sectoral
and multi-partnered programmes; and building evaluation
capacity. However, we welcome all contributions that could
lead to fulfillment of the broad aims of the conference. |

Conference Activities |
Pre-conference professional
development workshops: On the two days prior to the conference
SAMEA will host a number of professional development workshops.
These will be hands-on, interactive sessions that provide
an opportunity to learn new skills or hone existing skills.
They will range in length between Ω day, 1 day and
2 days long.
The workshops will be conducted at the SAMEA conference
venue in Johannesburg although it may be necessary, if specialised
venue requirements are not available, that particular workshops
will be conducted elsewhere in Johannesburg or Pretoria.
Conference oral presentations, posters and panel discussions:
The conference will consist of key-note addresses,
panel discussions, oral presentations of papers in parallel
sessions and a poster exhibition. |

Oral presentations:
Presenters will have 15 minutes of presentation time plus
10 minutes of question and discussion time with members of
the audience. |

Poster
presentations: The Organising Committee wishes to emphasise
that oral contributions and poster presentations are equally
important. Poster sessions will form a prominent component
of the scientific programme. Presenters will exhibit posters
in a central venue and conference slots will be dedicated
to participants walking around the poster exhibition with
presenters standing alongside their posters to discuss their
work and answer questions. |

Panel
discussion: A panel discussion must involve a moderator
and 3 panelists offering coordinated presentations on a current
issue within the conference theme. Each panelist will have
15 minutes for her/his presentation and there will be 45 minutes
for discussions and comments from the floor. |

Guidelines |
An invitation is extended to
those interested in presenting a professional development
workshop, oral or poster presentation or arranging a panel
discussion to submit a proposal for consideration by the
SAMEA Conference Programme Committee (contact details below).

| Pre-conference professional
development workshops |
Prior to the conference (March
26-28, 2007), SAMEA will sponsor professional development
workshops for conference participants. SAMEA is calling
for proposals from individual consultants, universities,
South African government organisations, private training
providers, and/or companies/NGOs to facilitate professional
development workshops.
We would like to encourage a multiplicity of course offerings
that would meet the diverse needs of the M&E community
at different levels of expertise and specialisation.
The proposals should not exceed 3 pages and must clearly

Fee: SAMEA will pay the facilitator a per participant
fee of R600 for a two-day workshop, R300 per participant for
a one-day workshop and R150 per participant for half-day workshops.
This fee is intended to defray some of the costs incurred
by the facilitators. Note that SAMEA will only sponsor
a workshop if at least 10 people register and pay for the
workshop. |

| Abstract submissions for oral presentations
should include the following: |

Proposals must be submitted via email in Microsoft
Word. Please note that abstracts that are accepted will be
included in the conference programme as they stand, and authors
are required to ensure that they are adequately proof-read
before submission. |

A statement of whether the presenter would
be interested in presenting a poster if the presentation is
not accepted for the limited number of oral slots. |
Only abstracts that have not
been presented before (at other conferences, etc.) will
be considered.
Proposals not accepted for oral presentation will be considered
for poster presentation along with the proposals specifically
submitted as poster presentations. |

notification of acceptance of a poster presentation. |

| Proposals should include the following: |

of panellists and moderator. Moderators are requested only
to include panellists that have already agreed to participate. |

300 words. It should be a summary of the themes or issues
to be addressed by the panel members. It should also
justify why the panel may be of interest to the conference. |

Deadline for Submission |
The deadline for all submissions
is 15 December 2006. No late submissions will be accepted.

line of the accompanying email whether your submission is
for a pre-conference workshop, an oral presentation, a poster
presentation or a panel discussion.
