Evaluating innovative policy instruments: change, complexity and policy learning.
The EES summer school for 2005 arranged in cooperation with the Spanish Evaluation Society (SES), is organised around the three linked themes of evaluation, complexity and change. This is because of the salience today of complex contexts, goals and interventions in public policy and the public sphere; and the widespread expectation that evaluation will contribute to change and improvement as well as to analysis and information inputs to policy makers or managers. The problem nowadays for evaluators is how to produce credible evaluations in complex environments and in situations where there are new expectations of evaluators' contribution to achieving real change.

Participants will be organised into 'learning sets' in which they will meet daily throughout the week. The 'spirit' of the School will be open and participative - those attending will be encouraged to present their own case material and learning sets will provide feedback on issues that derive from the previous days' content to ensure continuity. At the same time the school will be structured - with some required pre-School reading and preparation and an intensive programme of presentations, discussions and exercises throughout the week.

This does not mean that moments of relaxation are forgotten! The School will benefit from the City of Seville together with its food and wine - as well as the weather that is to be found in Southern Spain even in late September.

Registration without accommodation but including fees, lunches and one gala dinner): 1.400 EUR
Subsidised rate: 1.100 EUR (members of Spanish Evaluation Society and people with very limited funds, NGOs, community developments, etc. and individuals from developing and transitions countries)
