Introduction:

Pakistan Evaluation Network – PEN is a professional network that has been initiated in 2004 to strengthen building a socially responsible society by addressing the challenges of transparency, professionalism and performance of national organizations in the development sector through development monitoring and evaluation.

Monitoring and Evaluation has been and is a part of planning in Pakistan, however it is being side tracked in the process of implementation. That motivated us to launch PEN to place a direct focus on the concept and practice of development monitoring and evaluation.

Vision:

PEN’s vision is to have a socially responsible society that demonstrates transparency, professionalism and high performance to serve its people.

Future Perspective:

PEN is taking lead to introducing and adopting newly invented monitoring and evaluation methods, practices, approaches and systems to keep pace with changing development environment. It offers technical and intellectual expertise of its members to broader clients and continues to build knowledge, enhance skills and preserve institutional memory through documentation and publication.

Action and Accomplishments:

PEN members have carried out assignments on:

Development and operationalizing Monitoring and Evaluation Systems at organizational, provincial and country levels;
Designing M&E tools, techniques, methodologies and processes;
Conducting research on varied critical issues such as poverty, sustainable livelihood, food security, education, health, labour market, child labour, environment, gender equity, democratization, human rights and community empowerment;
Conducting need assessment, evaluation and impact assessment;
Ensuring compliance to standard procedures and conducting Performance Audit;
Individual and Institutional Capacity Building through system development, training, skills enhancement and knowledge sharing;
Facilitation in Conferences, Seminars and Workshops;
Planning, implementation and monitoring and evaluation of development projects;
Writing and publication of reports, technical papers and booklets on related management and thematic issues.

Networking with International Organizations:

PEN is well connected internationally. It is an Associate Member of International Organization for Cooperation on Evaluation – IOCE, USA. It also has the intellectual and technical support on the subject from international forums i.e.:

PEN is representing IMA International (UK) in Pakistan. IMA International (UK) is a knowledge-based organization that develops human potential through training, management and support with long term commitment for continuous development. It has 111 countries on its international training schedule.

Networking with National Organizations:

PEN has strong network with national organizations such as government departments, private sector and non-profit social sector organizations including trade unions across Pakistan.

Mission:

PEN’s mission is to nurture individuals and organizations’ commitment to and action for development monitoring and evaluation to achieve its vision.

Objectives:

PEN has three main objectives:

Capacity building through creating awareness, disseminating information, building knowledge and enhancing skills;
Designing M&E systems and testing newly invented M&E approaches, methodologies, tools and techniques through consultancy services, technical assistance and direct implementation of projects;
Facilitating networking at national and international levels.

PEN has established a general body and an executive body consisting of seven founder members from diverse professional backgrounds and experiences.
