We are pleased to advise that a concept paper is now available, giving details of this important conference, to be held in Bogotà, Colombia, from 3-5 May 2007.  A first draft of the conference's agenda will be disseminated by mid-November, along with a more detailed programme and the terms of reference for the submission of proposals.
