Dr. Arunaselam Rasappan, Ph.D. is the Executive Director of ARTD (Malaysia), a management, evaluation, and research firm based in Kuala Lumpur.  He is also the founder and Senior Advisor of the Center for Development & Research in Evaluation (CeDRE) Malaysia.  He is currently a senior associate and visiting lecturer at the Program for Public Sector Evaluation, RMIT University, Melbourne, Australia. 

Since 1991, Dr. Rasappan has been the principal technical advisor and trainer for the Malaysian public sector on program performance evaluation and performance measurement.  He has presented extensively at international conferences and seminars on results-based budgeting/management, public sector performance measurement, and program evaluation.  He is well known in public management circles in several countries and international bodies for his integrated performance management frameworks (IPMF), incorporating monitoring and evaluation (M&E) systems and management information systems (MIS) and the “Program Logic & Linkages” Model or ProLLÔ Model.  Dr. Rasappan is the founder President of the Malaysian Evaluation Society. He is also the founder and co-manager of the “GOVTEVAL”, the Internet global public sector evaluation discussion forum.
