Elliot Stern (Europe)

Elliot Stern is an evaluation consultant and an active member of the international evaluation community. He trained as an economist, political scientist and anthropologist. Elliot edits the journal Evaluation: the International Journal of Theory, Research and Practice and is a founding academician of the United Kingdom Academy of the Social Sciences. He was for many years Director and Head of Evaluation Studies at the Tavistock Institute London, where he continues to be Principal Evaluation Advisor. He was founding President of the United Kingdom Evaluation Society (1994-1996), President of the European Evaluation Society (2002-2003) and is currently President of the International Organisation for Cooperation in Evaluation – a newly established umbrella organisation for evaluation societies and networks throughout the world.  

His recent evaluation assignments have included: reviewing the utilisation of evaluation and evaluation systems in organisations that commission evaluation; designing evaluation systems for national urban regeneration programmes; developing and implementing evaluation frameworks for international technical cooperation; designing and testing approaches to the evaluation of policies and laws; and producing guidance for the evaluation of socio-economic development and community development programmes. His recent clients have included the European Commission, the World Bank, the British Cabinet Office, UNESCO, the Collaborative Group on International Agricultural Research (CGIAR) and small neighbourhood groups in the United Kingdom and Brazil.
