Simon Kisira is the programme manager – Northern Region and Monitoring and Evaluation officer of an indigenous national level organization – Literacy and Adult Basic Education (LABE), based in Uganda. He holds a BSc in Statistics and Economics which he obtained from Makerere University, Kampala (Uganda) in 1993.

He started his career as Monitoring and Evaluation officer of a rural-based ActionAid project in South Western Uganda for two years, where he supported parish-level women’s groups to set up and manage community based monitoring systems. He has carried out a number of evaluations and needs assessment surveys of adult literacy programmes in Uganda, and is part of a national team that is developing a management information system for adult literacy work in Uganda.

During the past ten years at LABE, Simon has provided technical assistance to a number of district-level civil society organisations to develop and run simple monitoring frameworks. He has also contributed statistical extrapolations and analyses on adult literacy to the government committee responsible for developing the Poverty Reduction Strategy Paper on Social Services in Uganda. A member of the Reading Association of Uganda, Simon was on the planning committee that organized the 3rd Pan African Reading Conference in Uganda in 2003.
