CALL FOR EXPRESSIONS OF INTEREST
to host a regional center in Africa

CLEAR (Regional Centers for Learning on Evaluation and Results) is a multiregional initiative, whose goal is to contribute to strengthening the monitoring, evaluation, and results-based management capacity of countries and their governments to achieve development outcomes. CLEAR will support academic/training institutions based in Africa, Latin America, and South Asia to develop and provide demand-driven, cost-effective, and sustainable capacity development services in monitoring, evaluation, and performance management. CLEAR will support the centers for fi ve years, with the expectation that the centers will begin developing other sources of revenue during this period.

CLEAR is inviting expressions of interest (EOIs) from existing academic/training institutions based in Africa to host the Africa regional center. CLEAR expects to contribute approximately $1 million per year for the first three years and lesser amounts in the remaining two years to help the selected institution(s) achieve international quality standards in the areas covered by the program and to reach fi nancial self-suffi ciency within that period.

The Africa center will be selected through a two-stage process. Institutions will be shortlisted based on the EOIs they provide. The shortlisted institutions will be invited to present full proposals for the fi nal selection. The selected center will provide demand-based capacity development and technical and advisory services to governments, civil society, and other potential clients. The deadline to submit EOIs is March 30, 2010.

In early 2009, the UNCT expressed concerns about the sustainability of Solution Exchange, asked for a review of the business model, and suggested that Solution Exchange evolve in accordance with advances experienced in IT since its creation.

(OEDE) at WFP headquarters (Rome/Italy). OEDE is located in the Office of the Executive
Director. Its main objectives are to: ensure an independent evaluation service to the
governing body and to the Executive Director, support WFP in its efforts to become a better
learning organization and provide evaluation support for country offices and regional bureaus.

WFP will be recruiting one Senior Evaluation Officer at the P-5 level. This position is a
specialist position and requires a high level of evaluation expertise.

ICANN is an internationally organized, non-profit corporation that has responsibility for the coordination of critical Internet resources. As a private-public partnership, ICANN is dedicated to preserve the operational stability of the Internet; to promote competition; to achieve broad representation of global Internet communities; and to develop policy appropriate to its mission through bottom-up, consensus-based processes. The systems that ICANN coordinates provide stability and universal resolvability of the Domain Name System (DNS).

The ccNSO is the policy development body for a narrow range of global ccTLD (country code Top-Level Domain) issues within the ICANN structure. In particular, it is responsible for developing and recommending to the Board of Directors global policies relating to country-code top-level domains, nurturing consensus across the ccNSO's community, including the name-related activities of ccTLDs, and coordinating with other ICANN Supporting Organizations, committees, and constituencies.

The Review is designed to determine: (i) whether the ccNSO is fulfilling its purpose in the ICANN structure; and (ii) if so, whether any change in its structure or operations is desirable to improve its effectiveness and facilitate further membership of the wider ccTLD community.
