Evaluation Consultancy for THEMATIC EVALUATION ON CHILD SURVIVAL PROGRAMS

Plan (www.plan-international.org) seeks to commission an external evaluation to assess the performance of Plan’s Child Survival programs since 2002, and hereby invites interested parties to submit their expression of interest.

Background:

Plan is a development organization that aims to achieve lasting improvements in the quality of life of deprived children in developing countries through a process that unites people across cultures and adds meaning and value to their lives.

In 2003 Plan adopted Child-Centred Community Development (CCCD) as its approach to development. CCCD is a rights-based approach in which children, families and communities are active participants in their own development. It enhances their capacity and opportunity to work together with others to address the structural causes and consequences of poverty at all levels.

One of the key programmatic areas in which Plan works is Child Survival (CS). In Plan’s programs, Child Survival refers to health programming targeting children under the age of five years, comprising a package of critical interventions such as child nutrition, immunization, treatment of diarrhea, acute respiratory infections and malaria.

Evaluation:

The purpose of the evaluation is to provide a systematic, documented assessment of Plan’s Child Survival interventions and to strengthen evidence based programming in Child Survival.

The study will assess the standard questions of relevance, efficiency, effectiveness, impact and sustainability and identify critical factors that determine the level of performance of Plan’s Child Survival initiatives across Plan’s global operations in 46 countries in Africa, Americas, and Asia.

The evaluation will be carried out over a period of seven months, and conducted in two parts:

Part 1 (January – March 2007): exhaustive desk review of existing documentation. This will inform the methodology for Part 2.
Part 2 (March – May 2007):  Field based in-depth case studies.

An interim report based on Part 1, individual reports from case studies, and a comprehensive final report are expected as deliverables of the evaluation process.

The project will be managed from Plan’s International Headquarters in Woking, UK, and overseen by a small Advisory Group drawn from across the global organization.

Tendering process:

Expressions of interest consisting of a Letter of Intent and brief CV of individuals and companies including a list of similar work should be submitted by email to Elsebeth.Elo@plan-international.org. The closing date is Wednesday 8 November 2006.

Based on the expressions of interest a selection of candidates will be short-listed. Shortlisted candidates will be sent the full Terms of Reference by 15 November 2006 and asked to submit a full proposal by 28 November 2006. The winning proposal will be announced by 9 December 2006.
