Editor for South Asia Evaluation Journal
1. Purpose
This TOR is the basis
of a consultancy to assist in the editing and design of
a South Asia Evaluation Journal. The journal will serve
as a dissemination medium for evaluation issues in South
Asia.
2. Background
The importance of evaluation in achievement of national
development results has been increasingly recognized in
the public sector, among civil society organizations and
within the United Nations system. In response, UNICEF’s
South Asia Regional Strategy on evaluation places strong
emphasis on improving the dissemination and utilisation
of evaluations. For this purpose, an evaluation journal
is to be published.
The Journal articles will focus on strategies
and successful examples of addressing challenges to good
evaluation. They will draw from experiences of governments,
UN agencies, and INGOs working in the region. Beyond illustrating
the current status of evaluation in South Asia, the journal
will focus on capacity development initiatives in the region.
3. Users
of the products
The primary users will be UNICEF Regional Office and Country
Offices in South Asia (Afghanistan, Bangladesh, Bhutan,
India, Maldives, Nepal, Pakistan, Sri Lanka), partner organisations,
national governments, INGOs, national evaluation networks
and South Asian evaluators. The Regional Office will use
this journal to contribute to other regional capacity building
activities that promote better appreciation, improved quality
and utilisation of evaluations.
4. Work Process
and Accountabilities
The consultant will work closely with the Regional Monitoring
and Evaluation section on all aspects of the editing and
design of the Evaluation Journal. UNICEF South Asia will
solicit and compile articles from governments, UN agencies,
INGOs and other potential authors. These will then be shared
with the editor. Primarily the editor will be responsible
for editing the content in such a way as to fully flesh
out the chosen theme, highlight important issues, and make
suggestions to strengthen journal content. In addition to
editing the content, the consultant will also assist with
the design and layout of the journal and help with the proof
reading.
As the process of calling for and receiving
articles is to be completed over a period of 3 months,
this consultancy is for a duration of one month (21
days) over a period of 3 months from April 2 to June 29th
2007. The journal is expected to have approximately 10 articles.
The articles will be forwarded to the consultant over
this period and the majority of them will be available
in the first two months. The consultant will also
arrange for the articles to be peer reviewed.
5. The Products
The final deliverable is a printer ready copy of the journal.
The standards for writing and editing will be discussed
and agreed upon with the consultant.
6. Qualifications
The consultant will have
1. At least 5-years experience in editing and layout design
in the field of evaluation.
2. Professional experience and academic training in evaluation
and reporting standards
3. Excellent writing skills in English
7. Working
Conditions and remuneration
The consultant will work from his/her own work place.
Remuneration will be at the L4 level and determined by the
Human
Resources Section of UNICEF ROSA. Payment will be as a lump
sum upon
acceptance of the final deliverable.
